It was commissioned in 1999 and will eventually connect Interstate 90 to Interstate 87 in Harriman, New York. An extra eastbound lane is provided for those going onto Interstate 86. This is the second Interstate 86 that has existed in the Northeast. The other one connected Hartford, Connecticut, to Interstate 90 near Sturbridge, Massachusetts. That route currently carries Interstate 84.
